Introduction
The training mission to the Philippines, 8-26 September 2008, was the first of the sustained trainings to take place. The training was developed in coordination with the European Delegation to the Philippines, the Bureau of Animal Industry, the United Nations Food and Agricultural Organisation, USAID and AUSAID.

Training Location and Dates
The training was held in Luzon over 8 – 12 September, Visayas over 15-19 September, and Cebu over 22-26 September 2008.

Participants
The final trainees were all government veterinarians, most of whom held high level management responsibility in the event that there is an HPAI outbreak in the Philippines. A total of 58 participants benefited from training programme. In each of the 3 workshops organised, between 19-20 participants attended. Most trainees were Regional or Provincial Avian Influenza Coordinators (14 persons), Provincial Veterinary Officers (16 persons) or City Veterinary Officers (18 persons). The remainder consisted of BAI central staff with particular responsibility for AI, Quarantine Officers, Agriculturalists and a Wildlife Biologist.     • Provincial Veterinarians from Capiz, Negros Occidental, Cebu, Biliran, Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay
    • City Veterinarians from Roxas City, Himaymalan, Cebu City, Lapu-Lapu, Mandaue, Calbayog City, Zamboanga City, Dipolog City and Pagadian City
  • Participants from Mindanao
    • Department of Agriculture Regional Field Units (DARFUs)
    • The Department of Agriculture (DA) in CARAGA Region
    • The Department of Agriculture (DA) in the Autonomous Region in Muslim Mindanao (ARMM)
    • Provincial Veterinarians from North Cotabato, Sarangani, Sultan Kudarat, Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur
    • City Veterinarians from Cagayan de Oro, Cotabato City, Kidapawan City, General Santos City, Butuan City, Surigao City and Bislig City

Upon the request of the City Mayor’s office and Department of Agriculture in Cebu, a training workshop was also organised for ERUF (Emergency Rescue Unit Foundation), a government organisation composed of local volunteers dealing with emergency and disaster response. 38 participants received training during a morning session by one of the experts (Andrew Almond) on disinfection of HPAI infected premises and PPE usage.

Experts
The technical content of the training was delivered by Mr. David Hadrill and Mr. Andrew Almond. Mr. Almond also delivered the training for the participants from the Emergency Rescue Unit Foundation in Cebu.
